The operation is believed to have been masterminded by Saifullah Kasuri, also known by his alias Khalid, a senior LeT commander currently operating from Pakistan.

Two of the suspects are reported to have spoken Pashto, indicating the involvement of foreign fighters, while others are believed to be local recruits from Bijbehara and Tral.
