Maharashtra Rolls Out EV Policy 2025 with Toll Waivers, Tax Cuts, and Purchase Subsidies
Mumbai, April 30, 2025 — In a landmark move to promote clean and sustainable transport, the Maharashtra government has approved the Electric Vehicle (EV) Policy 2025, offering a wide range of benefits including tax exemptions, toll discounts, and direct purchase subsidies. The decision was finalized during a cabinet meeting led by Chief Minister Devendra Fadnavis, with an allocated budget of ₹1,993 crore over five years.
The policy is designed to cut emissions, encourage the adoption of EVs, and position Maharashtra as a frontrunner in the electric mobility sector.
Here are the major highlights of the EV Policy 2025 (in shuffled order):
- Subsidies on Vehicle Purchases:
A 10% discount will be offered on the original price of electric two-wheelers, three-wheelers, four-wheelers (for non-transport purposes), and electric buses (for both government and private use), making EVs more financially accessible for consumers. - Tax and Registration Fee Exemptions:
All EVs sold and registered in Maharashtra will be exempt from motor vehicle tax as well as registration and renewal charges, significantly reducing the overall cost of ownership. - Toll Waiver on Key Expressways:
Electric four-wheelers and electric buses will be fully exempted from paying tolls on select major routes, including:- Mumbai–Pune Expressway (Yashwantrao Chavan Expressway)
- Atal Setu (Mumbai Trans Harbour Link)
- Samruddhi Mahamarg (Hindu Hriday Samrat Balasaheb Thackeray Expressway)
- 50% Toll Discount on Other Roads:
A 50% toll concession will be granted to EVs on all remaining state and national highways maintained by the Maharashtra Public Works Department (PWD), encouraging widespread intercity adoption. - Environmental and Strategic Goals:
The policy is aligned with India’s climate action targets and focuses on reducing vehicular pollution, promoting eco-conscious urban transport, and supporting domestic EV manufacturing.
Chief Minister Fadnavis stated that the policy will make EVs more attainable and help build a greener Maharashtra. Officials highlighted that the initiative is expected to drive both consumer interest and private investment in electric transport infrastructure, reinforcing the state’s leadership in green innovation.
