Maharashtra Unveils India’s First Standalone Shipbuilding Policy, Eyes ₹6,600 Crore Investment by 2030

MUMBAI: Maharashtra has taken a major step to bolster its maritime industry with the state cabinet approving the Shipbuilding, Ship Repair, and Ship Recycling Policy, 2025. This landmark policy positions Maharashtra as the first Indian state to launch a dedicated framework for shipbuilding and allied services.

Fisheries and Ports Minister Nitesh Rane announced the initiative, outlining the state’s ambitious target of attracting ₹6,600 crore in investments by 2030. The vision is to establish Maharashtra as a premier center for shipbuilding, maintenance, and recycling operations.

The policy aims to foster a thriving maritime ecosystem by encouraging R&D, developing a skilled workforce, and expanding infrastructure. Maharashtra aspires to contribute at least one-third of the nation’s total shipbuilding capacity by 2030. In the long term, the state targets ₹18,000 crore in investments and the creation of 3.3 lakh jobs by 2047.

Key measures include the strategic planning of shipbuilding and recycling zones, formation of marine shipyard clusters, land identification, and the setup of shipyards and recycling units. Supporting infrastructure—such as roads, power supply, and water facilities—will be enhanced to ensure smooth operations. Land allocation will be managed transparently through the Maharashtra Maritime Board, with provisions for concessional rates and long-term leases of up to 30 years.

Highlighting India’s vast coastline and its critical role in global maritime trade, Minister Rane reaffirmed the state’s commitment to transforming Maharashtra into a key player in the shipbuilding sector.

“The government has crafted the Shipbuilding, Ship Repair, and Ship Recycling Policy, 2025, recognizing Maharashtra’s pivotal role in the maritime domain. This dedicated policy is crucial for driving growth and sustainability in the sector,” Rane stated.
