Starbucks has announced a new rule: customers must make a purchase to stay in its cafes, use outdoor seating, or access the restrooms. This change will take effect on January 27 and applies to all Starbucks locations.

The policy replaces the open-access rule from 2018, which allowed anyone to use the restrooms or sit in the cafes without buying anything. Now, only paying customers will have access to these spaces.

New Rules for Behavior

The new policy also includes a Code of Conduct for customers. Certain behaviors, like discrimination, harassment, smoking, or asking for money, are not allowed. Customers breaking these rules may be asked to leave, and police could be involved if necessary.

Why the Change?

Starbucks made this change to improve the experience for paying customers. The company says the new rules will help create a more comfortable and welcoming environment.

The decision comes after issues with safety and disruptive behavior in stores. In 2022, Starbucks closed 16 stores due to repeated problems like drug use and threats to staff.

Preparing for the Change

Store managers and staff are undergoing training to prepare for the new rules. Starbucks is also adding features like unlimited free refills for customers who stay in the cafe and asking if drinks are for here or to go.

Background and Challenges

The change comes under the leadership of CEO Brian Niccol, who joined Starbucks in 2024. Starbucks has been dealing with falling sales and criticism over some of its policies.

The open-bathroom policy was originally introduced in 2018 after an incident in Philadelphia where two Black men were arrested for not making a purchase. However, Starbucks later found that this policy led to other problems, including safety concerns.

A New Plan to Win Back Customers

To address its challenges, Starbucks has announced new strategies to improve customer satisfaction and increase sales. These include:

  • Simplifying the menu.
  • Stopping price hikes.
  • Removing extra charges for non-dairy milk.
  • Ensuring orders are ready within four minutes.

The new restroom policy is part of this effort to attract more customers and rebuild trust.
